Pokemon Platinum Glitch - Unusable Explorer Kit Glitch

A glitch in that happens in Pokemon Platinum where if you stand two tiles to the right of the Bug Catcher at the western entrance to Eterna City, you are unable to use your Explorer Kit for some reason.
